MANDATES OF THE PLANNING, RESEARCH AND STATISTICS DEPARTMENT


1. Planning

- Educational Policy formulation and dissemination. Coordinates the preparations of Enugu State education plans. Development of Medium Term Sector Strategies (MTSP). Plans, coordinates and monitor implementation of projects. Coordinates the activities of Enugu State Education Tenders Board.

- Prepare Annual budget of the ministry and coordinates annual budget of the Education Sector MDAs.

- The sector plans are produced by end of last quarter of each year. Distribute published MTSS by end of last quarter of each year. Attend National Council on Education meeting every year.


2. Research

- Monitors and evaluates the performance of the education sector. Coordinates the quarterly Monitoring Review (QMR). Coordinates Annual Education Sector Performance review (AESPR). Monitors key performance Indicators (KPIs). Conducts assessments like Measuring Learning Achievements (MLA) and Teacher Development Needs Assessment (TDNA). 

- Quarterly reports are produced and distributed to stakeholders within one week of the preceding quarter. AESPR report produced and distributed to stakeholders by December every year.


3. Statistics


Establishes Education Management Information System (EMIS). Plans and conducts Annual School census (ASC) and publishes report. Interprets data and advices management appropriately.

Ensures that school census is conducted in December every year and report published and distributed to stakeholders by March of the following year.

carry out Monitoring and Evaluation of Education MDAs quarterly and annual activities.

  1. Report and disseminate M&E reports such as Monthly Performance Reports (MPR), Quarterly Performance Report (QPR) and Annual Education Sector Performance Report/Review (ASPER).
  2. Preparation of statistical monitoring reports on request.
  3. Participate in the writing of Medium Term Strategic Plan (MTSP).
  4. Report on annual Uniform Promotion Examination.
  5. Coordinate the conduct of Annual Education Sector performance report (AESPR).
  6. Report through the HOD (PRS).
