The Enugu Education Reform Plan is not just a policy; it's a commitment to revolutionize the BASIC education system. The visionary plan, aligned with the UN Sustainable Development Goals (SDGs), aims to elevate the state's GDP from $4.4b to $30b USD annually within the next four to eight years. Central to this transformation is the integration of Civic Education and Experiential Learning (EL) Pedagogy, fostering a locally adapted and sustainable approach to underdevelopment challenges.
SMART & GREEN Integrated School Campuses
Enugu State is trailblazing with the establishment of 260 SMART & GREEN Integrated school campuses, strategically placed in each political ward. These campuses, accommodating pre-primary to junior secondary levels, address the alarming 48% drop-out rate identified by a 2019 UNESCO Study. The SMART and GREEN schools are not just buildings; they are hubs of innovation, equipped with cutting-edge facilities to ensure a holistic learning experience.

Setting the Standard for Green Education
Our commitment to sustainability goes beyond infrastructure. These schools exemplify a circular economy, constructed with low-carbon and recycled materials. They are powered by clean and renewable energy, particularly solar. Our experiential learning programs, including "School Gardens and Farming Clubs," align with the UN SDGs, instilling values of environmental stewardship, civic responsibility, resource management, and climate action in our students.
Phases of Transformation
Phase I: Early Childhood Education lays the foundation for civic habits and values, ensuring equal opportunities for all. The focus is on delivering top-quality and free pre-K to Grade 12 education, fostering deep, retentive, and skills-oriented learning.
Phase II: After Junior Secondary School (JSS) 3, students choose between Senior Secondary Schools for academic pursuits or Technical, Vocational, Entrepreneurial, and Science (TVES) High Schools for skill development. This dual-pathway approach is inspired by successful models in South Korea, Taiwan, and Ghana.
Phase III: Tertiary education becomes foundational, with a focus on reforming higher education institutions to bridge the gap between academia and industry. Partnerships with global institutions and the reconstruction of key institutions mark this phase.
Curriculum Redesign and Teacher Training - Experiential Learning using CASE and PEARL models.
A comprehensive review of BASIC Education Learning Outcomes is underway, emphasizing experiential learning and pedagogy. Over the next four years, we are committed to recruiting and training 19,500 – 25,480 BASIC teachers and 2,080 administrators, ensuring a robust foundation for this transformative journey.
